What is Wi-Fi.HK?
<p>Wi-Fi.HK is a common Wi-Fi brand established in 2014 by the Government of HKSAR and a number of public and private organisations for providing free Wi-Fi service to the public and visitors in Hong Kong and facilitating them in locating and accessing the free public Wi-Fi services in Hong Kong. Through this scheme, organisations from both the public and private sectors are joining hands in providing time-limited free of charge or completely free of charge Wi-Fi service to the public and visitors. Participation to the scheme is voluntary and the Government welcomes more organisations to <a href="https://wi-fi.hk/en/Join">join the scheme</a>.</p><p>For the users, the Wi-Fi service under this brand can easily be found by searching the SSIDs of hotspots offered by the respective organisation. Each device can enjoy at least 30-minute free Wi-Fi service offered by each organisation. To use the service, a user will need to indicate his/her agreement to the terms and conditions of usage. The user will NOT be required to register or to provide any personal information. How is Wi-Fi.HK service funded?

Organisations that are interested to join the scheme will bear the cost (including the cost of installation and operations) of provision of Wi-Fi.HK service whether the Wi-Fi service is installed at government venues or not. However, for the free Wi-Fi.HK service provided at government venues under the public and private collaboration arrangement, organisations may be allowed to operate permitted value added services as a source of revenue for supporting the Wi-Fi service and operations.</p>

We encourage the organisations to continuously monitor the usage of the Wi-Fi.HK service at different locations and adjust their overall bandwidth as required to meet the changing user needs.</p><p>However, Wi-Fi signals can be affected by a number of factors, including environmental factors like interference from other wireless devices or network nearby, weather condition, signal blockage by obstacles like moving objects and trees; and other factors like the number of concurrent users, the distance between Wi-Fi hotspots and wireless device, the wireless device capability, direction of antenna, etc.. Please remember to disconnect and reconnect the service after you have moved to using another nearest hotspot.</p>

<p>Content filtering is not one of the eligibility requirements for joining Wi-Fi.HK scheme. Organisations that have joined the scheme can make their own decisions whether to provide the content filtering services based on venue characteristics and market needs. Nevertheless, organisations have to comply with the current ordinances (including the Control of Obscene and Indecent Articles Ordinance and the Telecommunications Ordinance) and the Code of Practice from the Hong Kong Internet Service Providers Association (i.e. Practice Statement on Regulation of Obscene and Indecent Material).</p>
Content filtering is not one of the eligibility requirements for joining Wi-Fi.HK scheme. Organisations that have joined the scheme can make their own decisions whether to provide the content filtering services based on venue characteristics and market needs. <p>It is not recommended to transmit sensitive or personal information over a public Wi-Fi hotspot as the data is unencrypted when transmitted over the Internet. Hence, users are advised to visit websites / mobile apps protected with Secure Sockets Layer (SSL) to perform safe transaction or use other secure communication methods like Virtual Private Network (VPN) which can provide secured "end-to-end" encryption between the computer/mobile device and the electronic service to users.</p>

The content filtering system is operated independently by the service provider. The Government neither specifies any additional criteria in websites classification nor requests any monitoring on the operation or details of website analysis. The Government also does not collect or examine any information related to websites being filtered. The Government only requests filtering of websites that are classified as containing obscene, indecent, malicious or illegal contents. The content filtering requirements would be adjusted at some venues in accordance with the Internet usage policy specified by the venues concerned, to align with the operation of these venues. For example, online gambling websites are also filtered at public libraries. If you consider a website is wrongly filtered, please contact the helpdesk of respective venues for follow up with the content filtering service provider for further study and analysis on the classification. </p>

Why is encrypted channel/connection (SSID:"freegovwifi-e") stopped at Government Wi-Fi Venues?
<p>To provide more convenient and user-friendly Wi-Fi service to the public, we have adopted a single and simple Service Set Identifier (SSID) "Wi-Fi.HK" starting early November 2018. The other SSIDs "freegovwifi", "freegovwifi-e" and "Wi-Fi.HK via GovWiFi" have been removed to avoid confusion. For encrypted connection using "freegovwifi-e", it was introduced since 2008 to provide encryption between the computer/mobile device and the Wi-Fi hotspot, but it is unable to provide an "end-to-end" encryption between the computer/mobile device and the electronic service (be in a website or a mobile app). With technological advancement in recent years, the use of Secure Sockets Layer (SSL) is very common nowadays and has become the default setting for most websites and mobile apps which can provide more secured "end-to-end" encryption to users. We have also added another level of security through client isolation to limit attacks and threats between devices connected to the Government Wi-Fi hotspots. In considering the limitation of the "freegovwifi-e", we have stopped the encrypted channel service in Government Wi-Fi venues starting early November 2018.</p>

<p>The actual performance would depend on the number of concurrent users and the signal strength of the spot the user is located. There is a 240 minutes connection time limit set for the service and user will be disconnected if his/her connection time reaches the limit. However, user can reconnect to the Government Wi-Fi service if spare connections are available. Moreover, user will be disconnected from the service if user has moved out of Wi-Fi coverage area.</p>
